"I'm very clear about not just the responsibility that I take on, but about the fact that I'm going to make sure that our soldiers and our airmen and our state troopers are very clear on what their mission is and that they are following very clear guidance about how they are protecting the people of the state of Maryland," Moore said Thursday.
